About 40% of people in Japan are "lonely" in their daily lives, and more people in their 20s and 30s feel this way than the elderly, the first national survey of its kind revealed recently. Observers have pointed out that there are social factors behind this situation. Isolation without the necessary support can be detrimental to mental and physical health. The Japanese government has established a ministerial portfolio for measures to combat loneliness and isolation. In December 2021, the government compiled a priority plan, which includes promoting "the creation of a place to belong" and developing a counseling system. The survey found that people with low annual household incomes, the unemployed, and temporary workers were the most likely to feel lonely. Those who were unmarried or divorced also had high percentages. Countermeasures must be reconsidered based on these results. The coronavirus crisis has also had an impact. About 70% of the respondents answered that face-to-face communication with others had decreased during the pandemic. One private survey suggests that the number of people who feel lonely has increased even just over the past year. Mitsunori Ishida, a professor at Waseda University and an expert on loneliness and isolation, points out, "Even if the coronavirus crisis subsides, people's social contacts will not rebound entirely, and more people will lose their interpersonal ties." While the elderly use nursing care and other services that mean public agencies can more easily track their condition, isolated young people are more likely to be overlooked by those near them. Many do not get any support from governments or nonprofit organizations. The survey also showed that the more isolated people feel, the less likely they are to know where to seek help. The first priority for the central and local governments must be to create an environment that makes it easier for people to get advice and support. There are private organizations that provide overnight consultation services on social media, but they don't have enough staff. We would like to see these activities encouraged. Britain, known for its progressive approach to social outreach, has policies incorporating anti-loneliness-related measures in various fields, such as in employment and education. Japan must not stop at temporary solutions; it must continue researching the problem and develop effective policies.

The Instinct for Compassion

That humans are instinctively compassionate is a viewpoint that has been expressed, hypothesized and tested in multiple studies over the last two decades. Some of this research is referenced in the widely circulated article, The Compassionate Instinct, by UC Berkeley Psychology Professor Dacher Keltner. He cited different studies that showed similar neurological reactions in mothers seeing pictures of their own or others’ babies and subjects asked to think about people being harmed. The neurological reactions occurred in areas of the brain associated with positive emotions, said Keltner, founding faculty director of the school’s Greater Good Science Center.
