As per Section 5 of the FSS Act, The Food Authority shall consist of a Chairperson and the following twenty-two members out of which one-third shall be women, namely:- (a) seven Members, not below the rank of a Joint Secretary to the Government of India, to be appointed by the Central Government, to respectively represent the Ministries or Departments of the Central Government dealing with -

Agriculture,

Commerce,

Consumer Affairs,

Food Processing,

Health,

Legislative Affairs,

Small Scale Industries,

who shall be Members ex officio;

(b) two representatives from food industry of which one shall be from small scale industries;

(c) two representatives from consumer organisations;

(d) three eminent food technologists or scientists;

(e) five members to be appointed by rotation every three years, one each in seriatim from the Zones as specified in the First Schedule to represent the States and the Union territories;

(f) two persons to represent farmers’ organisations;

(g) one person to represent retailers’ organisations.

What does fss mean in social work?

The Family Self-Sufficiency Program, commonly known as FSS, helps families increase their earnings and build financial capability and assets. The FSS program serves: Families in the Housing Choice Voucher program. Families living in public housing. Families living in HUD-assisted multifamily developments.

Individual Goals

An important feature of the FSS program is the establishment, by each participant, of a set of goals that they seek to achieve in the program. In order to graduate from FSS and receive the funds in their escrow account, FSS participants must establish and meet these goals. While FSS participants may set additional goals, all FSS Participants must at a minimum agree to work toward the following two goals:

For all household members to become independent of income assistance from federal or state welfare programs for at least 12 months. The requirement applies solely to ongoing cash assistance. Food stamps, Medicaid, or short-term non-recurring payments are not included.

For the Head of Household to seek and maintain suitable employment .

PHAs are responsible for determining what qualifies as suitable employment “based on the skills, education, and job training of the individual that has been designated the head of the FSS family, and based on the available job opportunities within the jurisdiction served by the PHA.”

In addition to the two main goals, residents can and should identify other goals. FSS participants have five years to achieve their goals but can complete the program sooner if they have achieved their goals. If residents need more time to fully achieve their goals, they can request an extension of up to two years for good cause. Good cause means “circumstances beyond the control of the FSS family, as determined by the PHA, such as serious illness or involuntary loss of employment.” 24 CFR §984.303(d)
